The approach to the urban development of the Federal Territory is based on the cluster approach, which involves the division of the city into self-sufficient quarters. Clusters are territorial and infrastructural structures of the Innovative Scientific and Technological Center “Sirius” with a certain target orientation, necessary to fulfill the goals of creating the Federal Territory.
Clusters are development drivers that, on the one hand, are necessary to achieve the goals of creating the Sirius Federal Territory, and on the other hand, they will have compensatory functions to create a balanced and high-quality social and economic structure within each of the quarters. Such versatility will allow small and medium-sized businesses to develop, and citizens to save time and transport costs.
